Responsibility

What makes someone a responsible adult? What are the factors? (i.e. age, housing situation, financial standing, social/emotional maturity, relationship status, other habits/characteristics, etc.) How about this: when you look at someone who you think needs to "grow up," what is it that you think he/she lacks?
